Position Objective:

• Coordinate and ensure smooth implementation of SIDA project:
• “Building resilient communities by connecting disaster and emergency responses to sustainable development” interventions while adhering to logistics, HR, Finance and Security procedures 30% field travel 

Objective 1:

Mission: Provide Technical Leadership and Ensure effective project and partner management

The SPM is responsible for:

• Possess excellent understanding and skills in management of integrated emergency response programs specifically related Food Security, Livelihoods (Cash Voucher Assistance) and DRR/DRM interventions.
• Support in development and regularly update project scope documents, detail implementation plan, BVA etc.
• Project Funds Management: Oversee budget utilization and keep informed all concerned including donors of the funding status/funds utilization.
• Prepare budget revisions if necessary in coordination with the Implementing Partner and inform internal departments and donor in a timely manner.
• Oversee administration of project budget, including control and monitoring of project related expenditures.
• Cash flow management, preparation of monthly/quarterly accounts (vouchers, invoices, receipts), preparation of interim and final financial reports/ PPPs etc.
•  Ensure timely procurements (items, consultancy, and services): in coordination with the Logistic department. Ensure timely payments to all vendors.
• Partnership Management: Maintain a target oriented and cordial work environment with the staff of implementing partner organization.

Reporting:

• Ensure the preparation of weekly, monthly, annual and end of project reports as required by ACF, Government, donors and other key stakeholders.
• Work to ensure that all reports are accurate, comprehensive, well documented and timely submitted to ensure the credibility of the project.

Project Monitoring:

• Ensure continual monitoring of the project's progress to ensure that the project systems are working to achieve specific objectives and results.
• Maintain ACF accountability standards.

Project Archiving:

• Ensure that all of the project data is timely and efficiently archived during at end of the project period as per ACF SOPs.

Effective networking:

• Lead Project Office and management team to ensure best possible district level government relations and that project meets all legal requirements.
• Maintain good information sources and communications with key stakeholders such as Banks and telecom sector companies and national and international NGO's working in the operational in districts.

Skills and resources needed to perform the function

• Strong project management skills
• Substantial experience in integrated emergency FSL/DRR/Cash Grants and managing partners
• Excellent coordination and interpersonal skills
• Able to analyze and summarize complex technical  and contextual information
• Fluent in English, reading writing and speaking.
• Fluency in local language of the program implementation area will be preferred
•  Excellent computer skills
• Team management skills
• Ability to handle stress and pressure
• Master in Social Sciences, MBA/ or any other similar filed degree will be preferred
