Job Description:

A.      Responsibilities

The Advisor is responsible for:

  •   Advising individuals seeking counseling, support and capacity building and general information related to migration, vocational education and training – career development
  •   Providing migration counseling to a variety of clients who visit PGFRC, including initiating and following up on referrals
  •   Researching, compiling and making available relevant information related to migration, labour migration, circular migration, return and reintegration
  •   Preparation, implementation and documentation of trainings, workshops, forums, job fairs, project initiatives, team meetings and other project activities together with team and the partner institutions
  •   Formulation of project action plans, project manuals project activities and the synchronization of activities between the projects and the government counterparts
  •   Component coordination on Circular Migration
  •   Supporting programme initiatives (including regional initiatives) to provide professional advisory services to and cooperate with a broad range of target groups. 

The advisor performs the following tasks: 

B.      Tasks 

1.       Advising the partner institution(s)

  •   Advises on and monitors the development and implementation of project plans and activities in close consultation with counterparts
  •   Contributes to preparing and implementing the coordination process, joint project activities and work at the national level
  •   Deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project area of activity
  •   Develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
  •   Supports the team in the further development of the activities and approaches of the PME/PGFRC 

2.       Networking & Cooperation

The advisor

  •   Supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local stakeholders (Ministry of Overseas Pakistanis, Bureau of Emigration and Overseas Employment and other relevant organisations, non-governmental agencies, consultancies and individuals in the project environment and with other projects to improve and maintain good working relationships.
  •   Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project.
  •   Supports the National Coordinator/DV of the PGFRC in main activities of the PMD, in everyday occurrences and will fulfil tasks that will be delegated by the national coordinator
  •   Supports the team during field work with regards to activity implementation and communication with various actors. 

3.       Knowledge Management

  •   Ensures knowledge transfer to programme information
  •   Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  •   Draws up reports and presentation documents
  •   Prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
  •   Assists with research activities and studies on political issues which benefit joint programmes. 

4.       Coordination

  •   Researches relevant information on ongoing developments on labour migration to specific countries of origin with a focus on Germany;
  •   Researches and monitors the labour market in Pakistan as well as transnational economic activities between Pakistan and Germany – providing related information to the team;
  •   Impact monitoring, quality management, communication and documentation of the proper implementation of project plans and activities in close consultation with partner institutions.
  •   Networking and cooperation with partner institutions and other relevant stakeholders (including non-governmental agencies, research institutes, business and other projects and donors) to maintain good working relationships and to cooperate towards the project’s objectives;
  •   Development of ready-to-use strategies and technical concepts, including guidelines, manuals and procedures within the field of migration/reintegration;
  •   Ensure good communication and flow of information within GIZ and with other relevant actors
  •   Prepare workshop material and give lectures to different audiences on options and requirements of labour migration and career development
  •   Ensure the context-sensitive implementation of concepts and tools 

C.      Required qualifications, competences and experience 

Qualifications

  •   Masters/MSc or 16 years of education in social sciences in the area that is related to the project/programme objectives such as Migration Studies, Development Studies, International Relations/Political Sciences, Law, Social Sciences, Economics, etc. 

Professional experience

  •   At least 3 years professional experience in a comparable position.
  •   Experience in an international working environment. 

Other knowledge, additional competences

  •   Very good management, communication, and problem-solving skills.
  •   Language skills: Urdu (fluent spoken and written); English (good command in speaking and writing); German language can be an asset.
  •   Very good working knowledge of ITC technologies (related software, email, the internet) and computer applications, MS Office; high command of Excel; experiences with data base applications are an asset
  •   Experience in working with or in the field development cooperation and/or labour market policy/migration, reintegration, circular migration, lecturing etc.
  •   Professional experience on Monitoring and Evaluation, Report writing, Survey/Data analysis.
  •   Familiarity with the administrative, political and policy environment in Pakistan and in the region.
  •   Ability to impart training and capacity development sessions.
  •   A strong capacity for effective teamwork, high degree of flexibility, ability to work under pressure of deadlines.
  •   Willingness to travel in- and outside the country, when required.
  •   Ability to plan own work, manage conflicting priorities and work under pressure of tight and conflicting deadlines.
  •   Attention to detail with a strong focus on privacy and protection of sensitive personal data and information.
  •   Very good interpersonal skills and ability to establish and maintain strong relationships with partners, officials, media, and civil society.
  •   Ability to work within an inter/cross-cultural environment and politically sensitive context.
